“Blanket” L- Visa Registration

The “Blanket L” program allows large multinationals that meet certain size, structure, and activity requirements to pre-qualify for an expedited process to quickly transfer managers, executives, and specialized-knowledge employees to the U.S.

Once approved, qualifying employees can apply directly at a U.S. consulate—skipping the normal USCIS petition stage—making transfers significantly faster and more flexible. Blanket approval lasts three years initially, and can be extended indefinitely so long as the company maintains eligibility.

"Blanket" L- Visa Registration Benefits:

  • Enables streamlined transfer of qualified Managers, Executives, and Specialized Knowledge Professionals by allowing employees to apply directly at a U.S. consulate without waiting for USCIS petition approval.

  • Company-wide Blanket designation is initially valid for three years, and can be extended indefinitely, allowing ongoing, streamlined use across all registered entities.

  • Blanket L employees may receive up to three years of L status at issuance, and can be admitted to the U.S. for up to three years provided the blanket petition remains valid.

Basic "Blanket" L- Visa Requirements:

Qualification for a "Blanket" L- Visa Registration carries the following conditions:

  • The U.S. company must have been actively doing business in the United States for at least one year.

  • The U.S. company must have at least three domestic or foreign branches, subsidiaries, or affiliates.

  • The U.S. company and all related qualifying entities must be engaged in commercial trade or the provision of services.

  • The organization must meet at least one quantitative eligibility threshold: approval of 10 L-1 petitions in the past 12 months, combined annual sales of at least $25 million, or a U.S. workforce of at least 1,000 employees.

  • Employees seeking transfer under the Blanket must have worked full-time for a qualifying foreign entity for at least one continuous year within the past three years in a Managerial, Executive, or Specialized Knowledge Professional role.

  • The transferred employee must be coming to the United States to work in a corresponding Managerial, Executive, or Specialized Knowledge Professional position.
